Good packaging but the greeting message card is not included in the gift box

Would like to feedback that my order to my wife for Valentine's Day - First Date: Balloon & Flower Box did not come with the Complimentary Love You Topper (Gold Colour).
May I know why is this? As it's clearly stated that this is included.
Appreciate your feedback on this urgently.
